Persons addressing the Board shall be limited to 5 minutes. Additional time may be granted by the President subject to Board approval. It shall be proper for the President to request a spokesperson for any group of persons be chosen to address the Board. Public comments shall be allowed on items on this agenda at the time each item is considered. At the end of the agenda, public comments shall be allowed on items NOT on the agenda but within the Board’s jurisdiction. No action may be taken on off-agenda items except as provided by law.
